                          COMMENTARY

  Though the unregenerate man has the will to do good he does not have the power to do it.. and this is the great difference between a regenerate & an unregenerate man. The regenerate man has both the will -and- the power to 'do righteousness'

1John 3:7 Little children, let no man deceive you: he that does righteousness is righteous, even as he is righteous.

and to 'do the truth'

John 3:21 But he who is doing the truth comes to the light, that his works may be made manifest, that they have been wrought in God.

...while the unregenerate man remains a hopeless slave to his sin, like the poor depraved chap here in Romans 7.
