Paul answers his question from vs 1 here most emphatically No!
 
  What does it mean to be "dead to sin"? It certainly does not mean that we no longer have the ability to sin! But where there is Justification there will always be Sanctification. As James says, faith without works is dead. What it -does- mean is that we who are dead to sin no longer live in it... just as the verse says folks. That means a believer walks in Newness of Life which is characterized by an absence of sin!  it means that the Christian does not make a ~Practice~ of sin.

This is the clear theme of Romans 6; New life in Christ Jesus that is marked by an absence of sin!  Otherwise "dead" loses all meaning.  "Indwelling sin" people don't believe this death is final & complete. They think that the 'old man', which is the old sinful self, is still alive. He's been dealt the death blow but is still gasping & continues to wreak havoc with the Christian.  

  Interestingly, the Arminian 
Charles Hodge [see his commentary on this verse where he talks about "accepting Christ as savior"] says that the pronoun for "we" is... Causitive. Who in the world ever heard of a ‘causitive’ pronoun? Even Webster says ‘causitive’ is applicable to verbs, not nouns. Yet how many countless will read such a thing and swallow it as ‘scholarly’ simply because the guy’s name was Charles Hodge?

  It’s really simple folks. If a person is sinning 24/7 then he ipso facto is living in sin! How can it be said of such a person that he is  -dead- to sin?? Such a person cannot possibly claim to be dead to sin! Nor can he claim to be a new creation in Christ who is walking in newness of life! C’mon everybuddy!!

  Same Greek word for "died" found in the LXX in Gen. 5! And he died. It means like... dedd man! No life.  Stone cold ka-put! Like... RIP baby! Fini... The Christian is dead to sin! Fini. He has nothing more to do with it.

  Objection; Heretik! That's sinless perfection!

Answer; No it's not. Neither I nor the Scriptures claim anywhere that once a person is regenerated he never sins again all the way to the coffin. ~That's~ sinless perfection which I do ~Not~ hold to. Christians can and do sin from time to time. But sin for the Christian is no longer the norm; it's the exception. Otherwise you play havoc with vast amounts of Scripture that teach Christians are Righteous; Holy; and walk in His commandments. Here's 1 4 u.

Luke 1:5  There was in the days of Herod, king of Judaea, a certain priest named Zacharias, of the course of Abijah: and he had a wife of the daughters of Aaron, and her name was Elisabeth.
6  And they were both  -righteous-  before God, walking in  -all- the commandments and ordinances of the Lord   ~blameless.~

Explain how verse 6 can be said of these 2 if they were sinning 24/7 and everything they did was marred or "tainted" with sin!
How could they have claimed that they were no longer living in sin? How can a person who sins 24/7 because he cannot stop sinning announce... "I am no longer living in sin!" ? How can Romans 6 be applied to anybody who continues to sin 24/7?
