He's talking to Hypocrites who do the same thing they condemn others for doing. It's not teaching the false doctrine of... "thou shalt not judge". Correct, righteous judging is taught in the NT and is not only proper but necessary. Otherwise what becomes of the Doctrine of Church Discipline? Paul is talking about Unrighteous, Hypocritical judging. This is in accord with Mat_7:3-5.

And guess what Greek word is contained in this verse folks!

The Greek word for 'practice' or 'do' in this verse is Prasso. The verse shows that the -Practicing- of sin is indicative of  hypocrisy. It can hardly be said that a true Christian will continue in hypocritical judging without repenting. Such would contradict NT Christianity which teaches that a true believer will not continue to make a Practice of sin. Jesus said "If you love me keep my commandments" and John who wrote the same account said "whoever says he knows Him and does not keep His commandments is a liar and the truth is not in him". So if a person continues to make a Practice of sin, and/or continues in -unrepented- sin,  such a person has no Biblical grounds on which to claim he is saved. According to this verse/passage, he is a hypocrite.
