  According to the words of God in this verse, the Ten Commandments were the Covenant that Israel was to perform.

Test; *What were the ten commandments?

Duh-h-h.. the eternal unchangeable law of God given to all mens in all ages; duh-h... I tink...

Correct answer; They were the Covenant which God both declared to and commanded somebody to perform.

*Who declared and commanded?

Duh-h-h... Moses?

Correct answer; The Lord. vss 12,13

*Who did God command to perform the Covenant?

Duh-h-h... all mankinds beekuz all mankinds is unda da lou-ah.

Correct answer; The nation of Israel and them only.

*Whose Covenant was it?

Duh-h-h... Moseseseses?

Correct answer; It was GOD’S Covenant.. "his covenant" which He made, or cut between Himself and the Jewish nation known as... Israel.

  How much Clearer... and Plainer... can language get ladies & gentlemen? The
Ten Commandments were   ~HIS COVENANT~ which He declared to Israel! Are you an Israelite? No? Then the Covenant of the Ten Commandments is not given to you. Keil & Delitzsch called it the Sinaitic legislation! A most excellent name because that is where this Covenant was first given and made known to anybody, in Mt Sinai, and not before. Moreover anybody can see it was a -legal- covenant which has to do with Law. Covenant Theologians say Moses was an "administration" of the Covenant of ~Grace~!  And Grace is Opposed to Law. At least that is what the Apostle John taught under the influence of the Holy Spirit. John 1:17. Covenant Theology cannot survive under the pressure of a verse like this.
