                                                                      COMMENTARY

Every nation under heaven.  How extensive can you get?  These were not just Jews. They were Gentiles as well. The context well bears this out. Maybe they were "proselytes" but they were still UNsaved Gentiles. And even if you want to say that they were "Jews by conversion" they were still ~Unsaved~! So Peter's entire sermon was directed to Unsaved people. Covenant Theology has no place in this passage!
