Gill  comes close to admitting that "all flesh" includes the Gentiles!  Quote; "For though as it regards the first times of the Gospel, it may chiefly respect some persons among the Jews, yet not to the exclusion of the Gentiles; and it designs all sorts of persons of every age, sex, state, and condition, as the distribution afterwards shows."

Poole clearly says it's the Gentiles. Quote; "Upon all flesh;  all sorts of men, as well Gentiles as Jews, contrary unto their proud conceit, that God dwelt in none out of the land of Israel. "

The pouring out of the Holy Spirit on -all- flesh is one of the major promises of the Gospel. The revelation of God and Salvation are no longer confined to the Jewish nation of Israel but the Gospel now goes to all the ends of the earth to All Flesh... Gentiles included. That's what this passage is all about.  This agrees with the rest of the passage and proves that there were Gentiles present.
